Former Foreign Minister's Public Statement

The undersigned, all former Foreign Ministers of Chile, strongly support the claim filed today by the Republic of Chile against the Plurinational State of Bolivia before the International Court of Justice in The Hague, to have its rights over the Siloli or Silala River recognized under international law.

Bolivia's behavior, declarations and threats have generated a legal controversy with Chile over the nature and use of the Silala waters. Over the years, Chile has made serious and varied attempts to resolve this discrepancy amicably, which have failed because of Bolivia's repeated denial of our country's rights, as evidenced by President Evo Morales' latest statements.

Chile cannot remain passive in the face of Bolivia's repeated conduct of ignoring its rights. That is why, in accordance with a State policy, we fully support the legal action that the Chancellor's Office has initiated before the International Court of Justice in The Hague, so that this institution can declare and recognize our legal position in accordance with international law.
